Enabling Measures discussion

This is for the group preparing proposals for measures to enable other direct measures listed on our “Platform for Survival.” You are welcome to join any of the other six groups preparing for our “How to Save the World” conference.

This Enabling Measures panel will have special responsibility for reviewing items on the Platform. We encourage you to enter your remarks in comments or replies to comments below.  We hope to receive dozens or hundreds of suggestions and appraisals of suggestions.  Follow the procedures for entering proposals for the Platform for Survival; each one must identify the organization that should be responsible for implementing the proposal in a sentence of 15 words or less, typed in ALL CAPS.

CONSIDER THIS: In this day and age no country can realistically conquer or attempt to occupy another country IN THAT COUNTRY'S ENTIRETY without deadly consequences to itself.

Examples:

1. North vs. South Korea

2. Russia vs. Ukraine

3. India vs. Pakistan

What is more plausible is the conquest of some portion of land, people and redefinition of boundaries between two warring nations.

THEN, CONSIDER THIS: What is the cost of doing this (conquest/absorption of disputed land, people and redefinition of boundaries) by amassing armies and instruments of war vs. a judicial system?

The cost of forming the armies and equipping them with the tools for war .... the cost of the war itself in human lives... is astronomical!

FINALLY, CONSIDER THIS: If there is a mechanism whereby countries can resolve conflicts by arbitration within boundaries of established law and institutions, there will be no war, no threat to humankind.

The mechanism exists - It is the creation of an effective federation of existing national governments. What will it take to set this mechanism and motion and gain momentum?

The best policy recommendations will not be implemented voluntarily by nations, corporations, or individuals. From past experience we know that the force of law is required to initiate action for the common good.

The enabling group will assume the survival platform is addressing the right global issues for sustainability of human civilization. The target of the enabling group will be how to implement the survival platform.

I propose a two prong approach to implementation.
1: Bottom up approach, engaging mainstream media, social media, educational institutions and religions to educate all citizens on the survival platform, which will include global taxes.
2: Top down approach a) use the 2020 high level UN anniversary conference to effectively equip the UN with the political tools needed to govern the world. b) Have the UN follow the process used for creating the ICC to create a World Federation (WF) with global legislative, judicial and executive powers required to implement the survival platform.

Please criticize, amend, or suggest a replacement for the following public policy proposal for the Platform for Survival: "THE UN SHALL CREATE A PARLIAMENTARY ASSEMBLY WHICH CAN OVERRIDE ANY SECURITY COUNCIL VETO."

Admittedly, as phrased this way, the proposal is a tall order -- maybe unrealistic. We are in a quandary; the UN lacks credibility as a democratic world institution because five countries can veto any decision made by the Security Council, which itself is not very representative of the world's population. On the other hand, those five countries will block any proposal to remove their veto power, which will stymie the whole proposal.

As far as creating a parliamentary assembly is concerned, that is not impossible. The General Assembly could do it, I understand. But how would the delegates be chosen? ad would they have any power to over-ride the Security Council veto? I have been told that for the immediate future, there is no way to hold separate elections all around the world to elect delegates to the UN parliament. It would be great to have a parliament that represents, at least to some extent, the composition of the whole human population. However, most countries could not conduct a fair election of delegates, for indeed most countries have trouble holding elections even to their own parliaments.

I have been told that the initial form of a UN Parliamentary Assembly would be to allocate a certain number of seats to each country, based on some formula that would at least include population size (though other factors might be weighted in too). They would simply pick members of their own national parliament to send as deputies to the UN. That would be better than nothing, though in the case of grossly undemocratic countries, it would certainly have questionable effects.

My own preference for picking delegates to a Parliamentary Assembly would not be based on nation constituencies at all. I would rather allocate representation to various NGOs and other bodies that are “stakeholders" in the decisions made for the whole planet. I don't like territorial constituencies at all. They give rise to nationalistic fights and to corrupt practices such as gerrymandering and border disputes, and separatist movements. But I admit that my preferred system of representation is an idea whose time has not come. I think it will supersede national or territorial constituencies, but not in my lifetime. So I will settle for any improvement we can get.
