Pandemics discussion

This is for the group preparing proposals for the prevention of pandemics for our “Platform for Survival.” You are welcome to join any of the other six groups preparing for Science for Peace’s “How to Save the World in a Hurry” conference. You will find a prototype “Platform for Survival” on this website’s homepage or at http://tosavetheworld.ca/how-to-save-the-world/platform-for-survival/. It will grow over time as new policy proposals are added. Then the final version will be adopted at the conference in spring 2018.

We encourage you to participate in the discussion by entering your remarks as a comment or a reply to a comment. TO PROPOSE A PUBLIC POLICY, ENTER IT AS A SINGLE SENTENCE OF NO MORE THAN 15 WORDS, PRINTED IN ALL CAPS. Please say who will carry out the policy — eg the UN, national governments, corporations — and what work/decisions will be undertaken.

You are also welcome to provide a longer argument in favour of your proposal. You can also include links to supporting material and/or upload a relevant Word or PDF document. You need a password to enter an entirely new post, but you can probably say everything you want to say as a comment or reply, for which no password is required. Please give us your thoughts!

Here's a way to start. Please criticize (or amend, or suggest a replacement for) the following policy proposal for the Platform for Survival: "Please criticize (or suggest an improvement for) the following policy proposal: "THE WORLD HEALTH ORGANIZATION SHALL EXPAND MEANS OF EARLY DETECTION, EARLY RESPONSE TO PREVENT DISEASE PANDEMICS.”

In fact, I have in mind a model for us to investigate — one that is run here in Canada. Global Public Health Intelligence Network (GPHIN) is run by the Public Health Agency of Canada’s Centre for Emergency Preparedness and Response (CEPR). It monitors Internet news media around the world. When people start mentioning a new set of symptoms, the group notices it faster than the World Health Organization with its more elaborate on-the-ground monitoring. Implementing such a scheme universally would promote earlier detection and enable earlier responses. Because of GPHIN, the SARS epidemic was stopped and never became a pandemic. This process should be adopted on a worldwide scale.

    • Larry Brilliant was a young physician in India who worked for the World Health Organization in bringing an end to smallpox. He saw the last victim of smallpox –a little girl in Bangladesh, I think. Now he heads the Skoll Global Threats Fund, which addresses five global potential disasters.
