The people in charge of deciding what to do always say, “Don’t get people alarmed. They might panic and cause more danger than if we reassured them.” So they downplay the danger instead of warning people seriously. Then the people themselves try to ignore even the weak messages that they get. They say, “Oh, they are just trying to alarm us. Don’t pay any attention.”
