By the time the world reacts to local conflicts it’s usually too late to prevent their escalation into worse violence and too late to properly protect civilians. Then, the military-industrial complex cashes in. The idea of a UNEPS is to engage before violence begins, deploying a standing first-responder, effectively a ‘UN 911’, with an array of useful services to provide prompt care and help. A UNEPS would be multifunctional, ready for diverse security, humanitarian, environmental and health crises. It’s to complement existing UN arrangements with a multidimensional composition of civilian, police and military teams in a gender- equitable formation of dedicated UN personnel. With support, it’s likely to be a game-changer that encourages military build-down and disarmament, freeing up the vast resources urgently needed to address our climate emergency and sustainable development.

Dr. Peter Langille specializes in peace and conflict studies, United Nations peace operations, conflict resolution and mediation, and independent analysis of defence and security policy. He once wrote, “It is not that governments don’t know how or what’s needed. As early as 1961, officials in the US State Department acknowledged: “There is an inseparable relationship between the scaling down of national armaments on the one hand and the building up of international peacekeeping machinery and institutions on the other. Nations are unlikely to shed their means of self-protection in the absence of alternative ways to safeguard their legitimate interests. This can only be achieved through the progressive strengthening of international institutions under the United Nations and by creating a United Nations Peace Force to enforce the peace as the disarmament process proceeds.”
